5209864a2b Set enable_puk_unlock_screen true by default. 
Make pukUnlockScreen the default way to enter PUK ocde.
There are two ways to enter PUK code, pukUnlockScreen UI
and MMI Code for Emergency Dialer. As far as we know most
of carriers are fine with either one though they may prefer
pukUnlockScreen UI. It can be overwrite if specific device or
carrier don't want to show pukUnlockSreen UI.

Note the Emergency Dialer will not show up
if the device is not voice capable. Another reason to make
pukUnlockSreen UI enable as default.

61e159504a Notify the sim state after callback registration. 
Notify the register the current sim state right away in
registerSimStateCallback.Otherwise the register won't
receive any state until sim state gets changed again.
That will introduce a racing condition. If the sim state
changes to PUK_LOCKED after registering the callback, the
PUK unlock screen shows up. If the sim state changes to
PUK_LOCKED before registering, the PUK unlock screen won't
show.

5f0ef5fb0c Fix jpeg callback is lost if setPreviewCallbackWithBuffer has been called. 
mManualBufferMode is only for CAMERA_MSG_PREVIEW_FRAME. If it is
CAMERA_MSG_COMPRESSED_IMAGE, a new byte array should be allocated.

661a1bf033 fix transition from full overlays to fb 
we need to clear the whole framebuffer in that situation because
we can't trust the content of the FB when partial (fb preserving)
updates are used.

5965ba30d3 dumpstate: add uptime to top of bugreports 
uptime is a good indicator to determine whether a restart was a
kernel reboot or a runtime restart, put it at the top of bugreports.

68622396b6 Bug 5045498 Keep track of RemoteControlClient play state change time 
Store the time at which a RemoteControlClient changes it playback
 state, and send that time to the IRemoteControlDisplay.
This change will enable displays to implement strategies such as
 timeouts (e.g. to not display transport controls for clients which have
 been paused or stopped for a certain amount of time).
