Actual volume is a ratio of the ringer volume and drops along with
but slower than the ringer volume, so that at lowest ringer volume,
the lockscreen sounds are still somewhat audible.
Don't start the sounds if the ringer is muted.

The lock screen was using Ringtone for the lock/unlock sounds, which
meant two new MediaPlayers were created every time a sound needed to
be played. In addition, the Ringtone was assigned to a local variable,
which means it could go be garbage collected and finalized while it
was still playing.
For short sounds that need to be played repeatedly, SoundPool is a
better option anyway, so use that instead.

Following a restore of the wallpaper data files, the settingsRestored()
method was binding the new wallpaper by passing null as the component,
because once upon a time that meant just use the configuration that had
just been loaded from the [newly restored] settings filed. However, at
some point this broke when the load from settings was made a staging
operation, not also the commitment of the changes.
This CL passes the newly-determined component configuration explicitly
to the bind, overriding the product default that may already have been
emplaced by the time the restore happens.
Will not merge cleanly downstream; the parallel (small) change will
be made explicitly there.

These permissions are needed to separate the (potentially invasive)
access to the user's social stream from the existing read/write
contacts permission.
Per discussion with Android release team, we are also hiding the
stream item API until we figure out a better way to guard the data.

Layoutlib: add support for ITextServicesManager.
This include a fix in layoutlib_create to properly handle
delegating a static method of an inner class (was broken and
only worked on non static method).
Added a few comments here and there to *_Accessor classes so
that it's a bit more obvious what they are for and how they are
used.

The key thing was to fix isVisibleOrBehindKeyguardLw() so that it
wouldn't count a window as not visible if it was just currently
in the process of drawing due to an orientation change.
Also improve logic in deciding when to turn screen on to better ensure
the screen is in a stable state, in particular treating screen off
as a frozen screen and not allowing it to turn on until the
update of the screen due to any config change is done.

Rework how we decide when it is okay to turn on the screen by having
the policy call back to the power manager when it knows the lock screen
has been drawn.

The fix involves making the first activity just call the account
type chooser to get the account type to add, rather than having
the account type chooser also kick off the AccountManager.addAccount()
request itself. Instead the first activity will get the type
back and then call AccountManager.addAccount()

Localized strings with product variants were not being included in the APK,
apparently because the check to ensure that a different variation of the
string had not already been included in the APK was matching the version
of it from the default, untranslated configuration.
Now check to make sure that the string not only exists but also exists in
the correct configuration.

This change makes SurfaceFlinger update a SurfaceTextureLayer's default
buffer size in response to a window resize even if the Layer is in fixed
size mode.
