5d123b6775 Add maxTargetSdk restriction to unused APIs. 
These are APIs that have @UnsupportedAppUsage but for which we don't
have any evidence of them currently being used, so should be safe to
remove from the unsupported list.

376060d1d7 Prevent guest user from toggling mobile data Quick Setting 
Prevents the guest user from toggling mobile data on/off by using the
mobile data quick setting.

The guest user is not able to access the network settings menu where
mobile data is usually toggled. The guest user should therefore not be
able to toggle mobile data on/off by using quick settings.

2f67b1839d Mark deleteMessageFromIcc() as @UnsupportedAppUsage. 
The API was exposed in ag/9766884 but reverted in ag/10665971. However
with the revert the annotation was not added back.
