1. When magnifier, if a dialog that popped up is wider than the scree we pan to its upper
left corner. We now show the upper right corner if the locale direction is RTL.
2. Keyguard dialogs are not centered since they are used as a sign to recompute the
magnified area but an unnecessary else statement prevents such dialogs from being
properly show via a pan.

An error in the logic meant that some valid invalidations weren't getting through,
causing Launcher (for one) to get stuck sometimes.

Previous logic in ViewRoot would schedule and perform a draw
when it was requested by offscreen objects. The problem was that the
logic checking for an interesection between the offscreen invalidation rectangle
and the onscreen display rectangle was flawed. The fix was to use the return value
from Rect.intersect() to do the right thing and skip drawing.

We now show a dialog to user and let him handle whether to choose wifi
or p2p when there is a frequency conflict.
If user chooses to disable wifi tempoarily, we disconnect wifi until
p2p connection is established and removed.

This patch fixes bug 7309211 [ar][fa] Riyal ligature mistakenly on in
Android Arabic fonts
It also fixes a number of other problems in the normal (non-system ui)
versions of the Naskh fonts, similar to the changes applied for the fix
to bug 6872613, and makes those fonts more consistent with the system ui
version.
3. Fixed a wrong GSUB substitution for Urdu Seven
4. Fixed shaping of U+06C1 HEH GOAL
5. Fixed shaping of U+06BA NOON GHUNNA
6. Removed the Rial ligature from the GSUB table
7. Tightened the Alef-Lam-Lam-Heh ligature in the GSUB table which was
getting triggered too frequently
