ff5e334e7a docs: Fixing controller support example for bug 22727418 and 24098562 
As per Robert Anderberg's recommendation, removed the manifest example that
doesn't include android:required="false" and updated description text to
indicate the example works with apps that "support" a game controller rather
than "require". Updated Robert's suggestion with more concise version from
Andrew's suggestion. Note that we're not adding info on specifying
android:required="true" because this causes the app to not be installable on
any devices (because controllers aren't currently considered part of a device,
so it ends up looking like no devices have controllers at install time)

15bc9ba1ae Docs: Reverts non-English pages back to using "sdk" for page.template. 
ag/783575 changed this value to "sdkl10n" with the intent of using a different
sdk template page for non-English files. This turns out to be unnecessary, and
it's better for all pages to be on the same sdkpage.cs template, so I'm reverting.

28f84f8793 docs: Removing IAB v2 API docs 
In-App Billing Version 2 has been deprecated for years, and was
finally removed in January 2015. Removing its API docs and references
to those docs; there's a second CL (http://ag/782481 for redirects from
those pages to the v3 docs.

7e86ae85cc docs: IAB formatting fixes (no content changes) 
Saw a problem with the files' TOCs that was causing formatting
problems. While I had the files open, I fixed other formatting
issues--mostly just whitespace (paragraphs that were on one line
instead of broken at 100 chars) and a couple of other typos or HTML
errors. No substantive changes to the documentation.
