7b9605b79c Added a new API to colorize notifications 
Ongoing notifications can now be colorized.
This will use the color provided as the background
and invert most text colors

024aaf2388 Adding Dynamic ImsService Binding (1/3) 
Adds support for dynamic ImsService Binding (change 1/3). Included
in this change:
- AIDLs for ImsServiceController
- ImsFeature/ImsServiceBase definitions
- KEY_CONFIG_IMS_PACKAGE_OVERRIDE CarrierConfig option

ebd3aa0bb8 Add APIs to hide voicemail settings. 
With unbundle visual voicemail and dialer voicemail notification, the
dialer should be able to control the voicemail settings, and refer
telephony settings as "Advance settings" only showing the options
not in the public API.

This CL gives the default dialer the ability to hide duplicated
settings in telephony.
