Jinsuk Kim 92b77cf9cb Refactor handling sequences in HdmiControlService ...

- Rewrote some methods to match more closely to the handling
  sequences in guideline
- Added setControlEnabled() API in the aidl
- Handled <Routing Control> command
- Handled some scenarios invoking RoutingControlAction
