Wenchao Tong 758bdf4a91 Add a new SystemApi, getPrivilegedConfiguredNetworks(). Part 1 [DO NOT MERGE] ...

This is very similar to the existing
WifiManger.getConfiguredNetworks(), but it returns real preSharedKey.
This API is only used by system application.
