Remove indirection in setting backup enabled state to call directly into
the UserBMS instance.

Test: 1) atest RunBackupFrameworksServicesRoboTests
2) During SUW -> backup initializes off;
Turn backup on in SUW -> backup enabled;
Subsequent boots -> backup initializes on
