- force TextView to LOCALE text heuristic when in "password" mode
- remove TEXT_LAYOUT_DIRECTION_UNKNOWN_DO_NOT_USE
- LocaleUtils.getLayoutDirectionFromLocale() returns "LTR" is locale is NULL or ROOT
