Isaac Levy 3541ce04dd Ping through default dns & ping settings changes ...

Changed DnsPinger to use the system default DNS if linkprops doesn't
have a dns.  This mirrors the behavior of the system overall.

Minor changes to wifiWatchdogService settings.
