Kristian Monsen 2032eee0c1 Fix for bug 4144936: [Proxy setting]: traffic to a bypass domain doesn't bypass proxy ...

This is the WebView part, passing the bypass list to
the native side.

Moved some code to JWebCoreJavaBridge.java because
because sendStaticMessage only takes one argument.
