Hugo Benichi 02bab164b7 ApfFilter: use elapsedRealTime for RA lifetime ...

This patch replaces System.currentTimeMillis() with
SystemClock.elapsedRealTime() to make RA lifetime computation more
resilient to various external events inducing jumps in
currentTimeMillis().

Test: ApfTest passes.
