started without a group negotiation. Hence, handle p2p group started in

- Add methods to TelephonyManager to provide access to IMS records on
the ISIM application of the UICC, as well as access to the ISIM
AKA authentication algorithm.
- Add support for the new IMS methods to CDMALTEPhone, using the helper class
ImsUiccRecords to load the IMS records from the ISIM. The same approach
can be used to implement IMS support for UMTS/LTE devices.
- There is a new RIL request, RIL_REQUEST_ISIM_AUTHENTICATION, which is
used to perform IMS AKA authentication using the algorithm on the ISIM
application of the UICC. The challenge nonce and response are both encoded
as Base64 strings.

For a reason I didn't have time to investigate further, the
old 5sp value was not used in a standard PreferenceCategory,
the left and right padding being set to 8dip for these.
For other users of this style, this change sets the right
padding value of 8dip.

But now the tap is not handled at all, as it was before. To do this, the popup window
is now focusable. As a result, the TextView's window loses focus. We hide the
cursor to prevent a non-blinking visible cursor. We should also fake the
state of the parent TextView to keep it visually focussed.
SuggestionRangeSpan and SpellCheckSpan had to made Parcelable since they are recreatedi
when the TextView is re-created when the popup is dismissed.

Also have the SwitchPreference's Switch widget's onClick listener
toggle the switch rather than invoke the preference's own onClick
method. This will allow subclasses to assign different behavior to

Add policy controls to NetworkStateTracker which are combined with
other user preference and internal flags to decide if data connection
should be established. Better locking around enabled flags.
When data network would be over limit, proactively disable data on
that network. Enable when policy is snoozed or when cycle resets.
Track and dismiss notifications from now-stale policies.
