a48d779dad Volume policy updates. 
- Make volume policy settable by the volume UI instead
   of hardcoded in AudioService.
 - Add status bar icon for silent mode.
 - Limit unmute-on-volume-adjust behavior to tvs.
 - Ensure all changes to device volume are sent through
   setIndex so no change events are missed.

aedae722fd systemui: Handle case when network has been lost 
If the network is immediately lost after becoming
available the onAvailable callback may not yet
have finished and is working with a lost network.
In this case networkCapabilities may be null, so
handle that.

ee5ad729b9 Audio: Remove the concept of master volume. 
- Remove two config resources (use master volume, and volume ramp).
- Remove master volume adjustments / getters / intents.
- Retain @hidden setMasterMute, needed for device admin
- Remove master volume logic in AudioService.
- Remove master volume logic in VolumePanel.
- Rename "getMasterStreamType" to "getUiSoundsStreamType" to avoid confusion.

be3c5dbee6 Make QS use SettingsLib's BT code 
A couple of changes needed to be made to SettingsLib to support this.
 - SettingsLib needed to track ACTION_CONNECTION_STATE_CHANGED
 - The summary code needed to move from Settings up into SettingsLib
 - Added a getMaxConnectionState to CachedBluetoothDevice
    - This simplifies the states of all of the profiles into
      one.

3c4076a246 DND: Add a hidden DND tile to quick settings. 
Invisible by default, not activatable when the platform
volume controller is active.

However, when the platform volume controller is not active,
it can be enabled via a broadcast intent.

When enabled, the status bar icon also changes to a single
dnd icon.

Very little more than embedding the existing zen mode panel
into the detail pane of a new QS tile.
