Deepanshu Gupta	b556decf75	LayoutLib: Switch SimpleDateFormat to icu. Use ICU's implementation of SimpleDateFormat in LayoutLib. The format patterns used are not supported by java.text.SimpleDateFormat. The change required adding a mechanism for promoting visibility of fields in the framework in the create tool. This change adds an end to end test which loads the framework resources and a test app and ensures that no exceptions or warnings are thrown. The change also adds project configuration for intelliJ.
