09e9d24bcf docs: Creating new support library revision history page 
Previously, the support library revision history had been on
index.html, along with the overview. Pulling the history out onto
its own page. (There doesn't seem to be a way to set up a redirect--
redirects from /foo.html#bar to /bar.html don't seem to be honored.)

cc80393d94 docs: Removed note that GET_ACCOUNTS was deprecated 
We've decided not to deprecate GET_ACCOUNTS yet, but per emails,
we don't want to announce that it now *isn't* deprecated (because we
don't want to encourage people to use this permission); instead,
we're just going to not mention it at all.

Also cleaned up the following section on file permissions while I had
it open.

See first comment for doc stage location.

4d93a21980 docs: Updates to multi-window and related docs. 
Clarified behavior when activity is resized or put in fullscreen
mode, per b/28580007 . Also (per email from o-o) removed misleading
statement about when onStop() might or might not be called.

Both changes can go live now (multiwindow update applies to DP1 & 2,
and onStop() clarification applies to all versions of API), so I'll
submit as soon as this is approved.

Adding building for billions guide to Distribute>Essentials section
covering content on building for low-bandwidth and low-cost.

Cherry-picked out of master for release on current (pre-DODS) release branch.

Cherry-pick2: Build failed. Now moving to DODS branch to try building there.
Removing a "Related Resources" block because it doesn't render. Will patch back in in a future release.
