Use mcc config overlay mechanism to enforce camera shutter sounds
in countries where it is mandatory.
Property ro.camera.sound.forced is not needed anymore.
When camera sound is forced, STREAM_SYSTEM_ENFORCED is removed from
streams affected by ringer mode and its volume is
maxed out. AudioSystem.FORCE_SYSTEM_ENFORCED is sent to audio
policy manager to alter the routing policy for STREAM_SYSTEM_ENFORCED.
Also fix streams being unmuted when settings are reloaded
upon user switch while in silent mode.
Add ringer mode to audio service dump.

Add ACTION_STOPPING and ACTION_STARTING to allow such apps to keep track of
which users are started/stopped, and be involved in the process of stopping
a user.
Also get rid of the scale part of the wallpaper transitions, since it seems
like I have still failed at getting the user switch to wait until the new
wallpaper is displayed.

There is now only a single config value pointing
at a list of packages to get certs from. The old
system was a bit confusing.
The fused location provider also now builds
against SDK 17, and the meta data service version
tag was renamed from the overly generic "version"
to "serviceVersion".

This particular layout didn't have layout_height specified, which
is undefined. However, the undefined behavior seems to have changed
on the platform to one where this layout no longer works. Not
specifying layout_height causes the security area view to be 0 pixels
wide, effectively ignoring layout_weight.

Added a new API to determine whether the display supports
protected buffers so that an application can choose a different
content stream or change how it decodes the content so
that it will be viewable on the display.
At present, wifi display does not fully support protected
buffers although this may be enhanced in the future.

This attempts to fix a bug where the transport control would sometimes be
inoperative. The problem is that we had two transport control layouts
on some devices because they were being declared in the layout file.
The fix is to only inflate the layout once when KeyguardHostView
is created.
Also removes redundant KeyguardStatusView.
