The set of audio files is frequently customized, so move the default
set to /product. The frameworks scans both of these directories.

Allows builds to specific MINIMAL_NEWWAVE_LABS=true to reduce the number
of newwavelabs/*.ogg that are included to one for ringtones, one for notifications.
This fixes the passion-userdebug + EMMA_INSTRUMENT=true, when
MINIMAL_NEWWAVELABS=true is also specified.

New system settings have been created to turn these on/off
and to specify the relevant sound files.

sounds were synthesized; the lock screen sounds are
processed samples of a ballpoint pen click mechanism.]
