fd1ac83f63 Remove the default WebView text encoding resource entirely. 
Having the default text encoding in config.xml makes it seem like
it's something that could be changed, but upon further inspection
we can't see any good reason for anyone to ever want to change it
from UTF-8.

2d7576b082 Fix issue #17752399: Multiple apps broken by GET_TASKS permission change 
Keep around GET_TASKS as a permission available to apps, so apps still
think they have it and don't get all uppity because they don't.

Add a new REAL_GET_TASKS that is the actual permission now.

Plus some temporary compatibility code until everyone can transition
fromn GET_TASKS to REAL_GET_TASKS.

c3fdffa981 Correct the documentation for VectorDrawable 
We missed the alpha for the vector drawable root level in the documentation.
And the animation target can be vector drawable itself for the alpha value,
which is more than path and group object.
