Add a flag for PackageManager.hasSystemFeature to determine
if a functional webview is available on the device.

Creates a new API for Connection Services providing phone connections to
the Android system. Supersedes CallService API, which will be gradually
replaced by this one.

This is a rewrite of HdmiCecManager that exposes API for CEC Playback
device control. HdmiCecManager will be removed together with
HdmiCecService once the migration is completed.
Replaced direct access to CEC commands with the following 2 API:
- oneTouchPlay
- queryDisplayStatus
Each method requires communication with other device on CEC bus,
hence might take some time to finish. The result at the end of
protocol exchange is reported through a callback provided as a
parameter to the method.
The callback is based on interface not abstract class since
it has only one method 'onComplete'.

This change enables full scan results and allows overriding wifichange
configuration. There are also minor API changes take relavent parameters.

This renames several of the core session classes to be prefixed
with Media. It also adds @hide to all route references for now.

While in general input batching has a lot of benefits, some apps would prefer
the input system not batch at all. This is typically because they do some of
the batching as part of their own input processing, as is the case with Chrome.

searchable - Used to hide certain channels from search.
locked - Used to prevent unauthorized users from watching certain
channels by requiring passcode.
Added the following columns to the Programs table:
genre - Used to describe the categorical genre.
audio_language - Used to list up available audio languages.

Content insets allow a Toolbar to define horizontal gridlines for the
start/end or left/right edges of major content (not counting the
navigation button or menu). This allows apps to align their layout
content above or below a Toolbar with the title and other contents of
the bar by using app-defined measurements.
