For some operators, pdu has garbages. As a result, device does not receive
MMS or operator some requests.
To fix it, use valid index for operators.

Driven by a new framework config bool. Tested on all layouts,
but disabled by default. Can be enabled with a config overlay.
(Sliding/MultiPane)ChallengeLayout have custom measure/layout
logic that peeks at the root view's padding (!). So we must keep
the root view's padding = system window insets. However, we need
the scrims + the fullscreen camera widget preview to use the entire
display size if the bars are transparent.
So the approach is to maintain the root view's
(KeyguardViewManager$ViewManagerHost) padding as before via
setFitsSystemWindows(true) but allow non KeyguardHostViews to
extend into the padding if bars are transparent via a custom
measure/draw on the root view.
KeyguardHostView background + challege scrims moved up to the
root view.
Also:
- Remove logspam line for fixed bug.
- Fix status bar staying opaque on interaction on secure keyguard.
Known issues:
- Nav bar blip dismissing global actions, keyguard app widget picker
bars are opaque. Both will use the new inherit flag once it exists.
- Emergency dialer layout dance, will be fixed in the phone project.

The user has to explicitly enable a print service from the settings UI
before using it. Usually, users very rarely if at all interact with print
services, therefore all print service management task are performed from
the print settings. We also have to get user consent warning that the
user's data is about to be given to a third-party app. We now post a
notification allowing the user to go directly to the settings screen to
turn the service on.

This way an application can automatically sunset its permission requests
when running on later versions of the OS where those permissions are no
longer relevant, but may be alarming to the user. A canonical example
is WRITE_EXTERNAL_STORAGE, which as of KLP becomes unnecessary for an app
to use the external storage volume solely for its own large-data needs,
without the need for actual file-system sharing among multiple apps.

1. Decrease transient navigation confirmation annoyance.
- Only use the power-key as a signal if we detect a screen-off
screen-on within a short threshold value.
- Auto-confirm if user performs the indicated gesture.
- Remember confirmation across reboots.
2. Update wording to new final wording. Remove now obsolete
short + long versions. Decrease message font temporarily
until the new platform toast redesign is finalized.

In DevicePolicyManagementService, on boot and when certs are installed,
post notification to tell the user that their traffic may be
monitored.
Have QuickSettings use the MonitoringCertInfoActivity instead
of building the dialog itself.
