The system and some processes such as the keyguard and system UI
run across users. Hence, the local accessibility manager should call
into the backing system service with the id of the current user.
For all other processes the local manager uses the current user id.
There was a method that is to be called before the local accessibility
manager has been accessed to initialize it to work across users.
This had to be done for keyguard and system UI.
This change removed the workaround and now the local accessibility
manager determines under the hood which user id to use while calling
into the system. If the local manager is in the system process or
its process has permissions to work across uses, the manager uses
UserHandle.USER_CURRENT, otherwise it uses the user if its process.

Remove unused user selector widget and attempt to get multi user working again.
Fix multi-user avatar icon by grabbing it from UserManager rather than directly since
keyguard can no longer read it.

If the wallpaper fails to render with OpenGL, fall back to software
rendering instead of throwing an exception and crashing the wallpaper.

We should probably set these values to 0 when we find them,
but first I want to catch this bug in the act before I paper
over it with defensive programming.
Also standardizing on use of isStarted() instead of
isRunning() on animators.

- this CL purpose is to fully rely on inheritance for setting the
SystemUI views layout direction. This is the default case for layout
direction and should stay like that.

SurfaceControl is the window manager side; it can
control the attributes of a surface but cannot push buffers
to it. Surface on the other hand is the application (producer)
side and is used to push buffers to the surface.

This fixes an issue where OpenGL initialization succeeds but buffer allocation fails because the requested wallpaper size
is too large (or otherwise unsupported) by the graphics hardware. This fixes an issue where SystemUI crashes constantly
on the PandaBoard when connected to a full HD display. Tested only on PandaBoard, no access to alternative hardware.

A single instance of NotificationPlayer will play notifications
back-to-back, and was, for each requesting AudioFocus. But as
a new notification was about to be played, its accompanying
thread was terminated, and the completion listener was never
called, and therefore AudioFocus was not released (e.g. two
requests for one release).
The fix consists in requesting AudioFocus only once and
abandonning it when the only reported completion is received.
Added a FIXME note about a better solution to be implemented.

Don't use AudioFocus when playing a notification when media is
playing remotely. This behavior may be accompanied by
rules in the device's audio policy to not route the notifications
to the remote display.
