c9e924eb53 Set device orientation for tests. 
Some tests were failing in the lab based on device orientation:
In landscape mode, the TextView goes into ExtractEditTextMode.
This mode behaves a bit differently from typical TextView mode
and doesn't support accelerated drag selection (e.g. longpress+drag).

This CL adds OrientationUtil that allows test to specify the
orientation (portrait/landscape) that the test should run in.
This CL also fixes the failing tests.

BUG: 24341715
Failed jobs are rescheduled with no override deadline to avoid
running a failed job with unsatisfied constraints.
A periodic job always has an override deadline and the periodic
rescheduling code assumes this.
Hence a periodic that failed until eventual success would be
rescheduled in a bad state.

f6818b873c Make IME window draw above the dock divider window. 
We achieve this by making the dock divider be a IME target. This
ensures the relationship between these two without adding a custom
rule inside layer assignment algorithm.

57caeb5703 Ensure SurfaceView requests WM relayout when size changes. 
In the case of scaled SurfaceViews with a fixed size.
It is possible for the surface layout size to change
without a change to the surface size or position. In this
case we need to inform the window manager so it can update
frames and scaling. This has presented in Camera and required
workarounds such as changing the fixed surface size to trigger
an update (leading to visual artifacts).
