5965ba30d3 dumpstate: add uptime to top of bugreports 
uptime is a good indicator to determine whether a restart was a
kernel reboot or a runtime restart, put it at the top of bugreports.

1e741b2705 System not checking if enabled services are installed when disabling accessibility. 
The system is didabling accessiblity if no accessibility serivces are enabled
to avoid sending events across processes if no recipients are present. The
check considers enabled services which may not have been installed. Now the
check is made against enabled and installed serivces.

efab4e7f59 ActivityChooserView not showing highest ranked target if default action not shown. 
The view was not showing the highest ranked activity if the default action
button was not shown (happens if no history is present).
