Jason Monk	6572eae9d2	Fix crash in Wifi QS Panel ... When open QS wifi panel while wifi was off was causing a crash from wifi enabling while the WifiTracker was not in a scanning state. Jason Monk	d52356aa5e	Move Settings wifi tracking to SettingsLib ... Make SettingsLib capable of tracking which wifi networks are available/saved and their state.
