359bb74a54 Fix location status bar icon 
It should have been in PhoneStatusBarPolicy, since it wasn't it
wouldn't listen until something else touched the LocationController
like QS.

Test: Open app that uses location

3acdc8e7fc Fixed a crash when expanding 
When expanding another notification while one was finishing
the animation, the system would crash.

774c6542cd Redesign of QSSecurityFooter 
QSSecurityFooter is redesigned to display the new strings related to
Device Management, Network Logging, VPNs and CA Certificates. The dialog
will be changed in a separate CL.

As part of this CL, the network logging icon and the WiFi-Assist branding
is removed.

Details of the design can be found in the bug.

8c79288093 Listen to RSSI_CHANGED_ACTION broadcasts in WifiTracker. 
This solves issues where the phone status bar and connected AP in the
picker are out of date.

5e3742e9e2 Allow the "clear all" button to be toggled. 
Android Auto UX does not want a "clear all" button. Conditionally create
the "clear all" button depending on this config value.

Test: booted up on phone and Android Auto headunit

so this CL adds them and a proto message value.
