Added the ability to flag applications as Games in the manifest,
so they can receive a different treatment in the UI.

This CL adds a system service handling HDMI-CEC protocol. The service
is equipped with the capability sending/receiving HDMI-CEC messages
Not all the messages are in place. Currently it has messages to support
a few features only, as follows:
- One touch play
- System information
- Routing control (partially - active source status maintenance only)
- Device OSD transfer
- Power status
It will be extended to cover the wider usages in the follow up CLs.
The CEC standard version referenced in the implementation is 1.3a.

MANAGE_DOCUMENTS is a very broad permission, since it allows full
access to all DocumentsProviders. DocumentsUI should really be the
only app holding this permission; everyone else should rely on Uri
permission grants for access.

Allow device overlays to override the behavior of the
hasPermanentMenuKey method at build time. This is useful for devices
that do not behave as the usual autodetection mechanism expects.
Device overlays should set config_overrideHasPermanentMenuKey to 1 if
the device DOES have a permanent menu key or 2 if the device DOES NOT
have a permanent menu key.

These new keys behave in similarly to KEYCODE_POWER but do not
simply toggle between awake and asleep states.
Sleep puts the device to sleep if it is awake.
Wakeup wakes up the device if it is asleep.

On some products, it may not make sense to use the accelerometer
to perform auto-rotation. In that case, the product's config.xml
framework resource overlay should set config_supportAutoRotation
to false.
Setting this to false also disables auto-rotation settings.

This led to a crash for apps that use Theme.DeviceDefault, because it
requests both actionbar and swipe-to-dismiss.

This is required because NumberPicker code calculated the click action based
on the divider distance and only counts clicks withing these bounds.
