Tickers have been replaced in the UI by heads-up
notifications (and not creating the tickerView will save
memory, almost 150k if you have an xhdpi largeIcon).
Update docs to explain that tickers are just for
accessibility now.

The new MediaProjection infrastructure allows the system to hand out
tokens granting the ability to capture the screen's contents, audio,
etc. at a granular level. It's intended to be used both for screen
casting, via the cast APIs, as well as screen sharing via third party
applications.
The screen sharing case is implemented, but all of audio capturing
is still forthcoming.

As long as the APIs aren't ready to be un-hidden, there's no need to
allow non-system apps to access them. This can be reverted when the
APIs are finalized and we have mechanisms in place for selecting
between scorers installed on the device, rather than only a
preselected scorer bundled with the system.

...state changes.
Add a new API to tell the activity manager about a new dependency
one process has on another package. Start using it already for
when apps is Context.createPackageContext() to load code from another
app.
Also do some work on getting the monitoring of proc/uid states
in shape so it can be used by unundled code, along with an
AppImportanceMonitor class for doing so.
Some small fixes and additions to VoiceInteractionService.
Improve handling of unaccounted/overcounted battery use so that
they aren't shown to the user unless they are significant.

This will be used by the Voice interaction service to determine what type of recognition may be run
on the DSP. e.g. If the DSP supports voice trigger only for the given keyphrase,
the voice interaction service may want to perform user identification at its end.
Also support keyphrase metadata for all keyphrases and locales.
In case the enrollment app supports open-ended keyphrases, it can leave the keyphrase text
to be empty
similarly, if the enrollment app supports all locales, it can leave the supported locales
attribute to be empty,

- Use a more specific disabled cellular data icon.
- Reword framework strings to use "Cellular" instead of "Mobile"
and avoid "enabled/disabled"
- Update SystemUI's network limit dialog to follow suit.

Ideally, we'd only expose the methods that we intend unbundled apps to
call (e.g. not NetworkScoreManager#setActiveScorer, which should only
be called by Settings), but this isn't harmful in terms of permissions
as the APIs still check security appropriately.

Theme initially adds customized text appearances that should work
better in the leanback environment. Device makers could modify the
theme and then apps participating in the device setup experience
can all use this theme for those activities to provide a more
cohesive user experience during the setup process.

Simplifications have happened to remove the enter/exit layouts
and just use a toast to notify the user, and the in text icons
have been removed.
The enter dialog now has a checkbox to see if the lockscreen
should be locked on exit (since it isn't in settings anymore).
Also updated strings.

Allow overlays to configure ConnectivityService's network sampling to not wake the device. This can increase clockwork device battery life. Bug:15455204
This patch introduces basic infrastructure for the new MediaRouter
API. The code is fully documented but incompletely implemented.
It is being submitted not to facilitate API reviews.
MediaRouter is a new class that applications used to discovery,
connect to, and control media devices as represented by media
destinations and their routes. Routes may offer a variety of
capabilities. This new class is a much more powerful replacement
for the existing MediaRouter.
MediaRouteService is a base class for creating media route services
which third-parties can implement to make routes available to
applications. It is analoguous to the MediaRouteProvider
infrastructure of the old media router support library but it
is designed to be integrated into the framework and enable a
variety of new usages such as remote display projection.

When a Uicc Card is inserted or removed, Android pops up a prompt
to the user to reboot the device. This prompt is unnecessary if the
modem supports Hot Swapping of cards.
Introduce a new config item to indicate if the modem supports
hotswapping. Frameworks can then check this before propmting the
user.

Add a layout that promotes the last chosen activity to the top for
ResolverActivity. Alter ResolverActivity behavior as appropriate: Only
the last selected activity can be set as default. Different activity
selections take effect immediately. You can only set a default if it
was the last-used target of the intent.
Also add some default strings for invoking common intents to make the
no-title invocations a bit more user-friendly than just, "complete
action using."
