Also, shuffle order of notifications and quick settings such that
scrolling still works and delegate touches from stack scroller to
the scroll view for expanded QS panel.
In addition, make the panel close transition work when QS is expanded
and scrolled.
Last but not least, decrease scrim amount so the notifications still
look 100% interactive.

Also remove the delay for actions which close the panel. Delaying is
no longer necessary as you still see the touch feedback when the
panel is closed.

Because the icons are shown in two different places at the same time
(in the QS header and the status bar), we introduce a mirror view
which does nothing except draw the contents of the other view to
draw it at both locations during the animation.

Setting to hint to apps that they should skip showing first use clings.
User switcher handles creation and deletion of the guest user.
Some tweaks to the user switcher to show some feedback and make the icons

Add new ongoing notification if battery saver mode
is active. Offer to start battery saver on warnings,
if not already started.
True up BatteryMeterView's levels to the latest threshold

- When manipulating the ringer/notification stream, the volume
slider icon on the left now serves as a toggle. Single-press
for vibrate, long-press for silent.
- Disable slider when silent.
- Add touch feedback to slider icon when clickable.
- Vibrate when toggling to vibrate.
- Play sound when toggling to audible.
- Adjust the slider icon padding so it appears to be square,
and the same size as the icon on the right.
