4195dd0ec6 Fixed overScroll bugs in new notification shade. 
In certain situations the overscroll did not work, this is now fixed.
Also sometimes the overscroll could jump when flinging and we are
already overscrolled.

83e2848c56 QuickSettings: Remove vector drawable runtime processing. 
Remove temporary harness responsible for creating enabled/disabled
versions of vectors at runtime.  Instead, pre-compute the necessary
states as separate files.

Normalize all qs icon names, cleanup obsolete pngs, and replace
the DND hangtag.

069cd03740 Position clock and notifications dynamically. 
The positioning is dependant on how many notifications are currently
showing. This makes sure that the lockscreen always looks balanced
and harmonic.

fe266a3cb3 Enable tinting of notification backgrounds. 
(Turns out gray text doesn't look so hot on tinted
backgrounds, so this CL switches it to alpha-black of an
equivalent intensity.)

b84a1074b3 Improved Notification Panel height logic 
Due to a racecondition, the mMaxPanelheight of the PanelView could
get too small in certain cases, leading to an empty shade.
