Sometimes the wrong fd was accessed when the device was addressed
by device id.
The earlier implementation assumed that two arrays were in sync
but one of them was compacted when devices were removed. Instead
of that dependency the device now keeps track of it's file descriptor.

When there is a problem communicating with the RIL (e g when the SIM
card is not connected) the IccPhoneBookManager hangs. This is corrected.

Currently hasIccCard method works only for GSM phones with SIM/USIM
cards. Extend that to RUIM as well.

Improved logging when there's an error creating the
directories in getFilesDir();
Due to mkdirs() only returns false on errors,
it's better to output the directory path so the dev
knows the path that can not be created

Modify UIModeManager to not get location updates every thirty minutes.
Instead it gets one once a day, and requests a new update when airplane
mode is turned off or the time zone changes.

As Donut (API=4) devices and earlier do not have a Bluetooth API, .apk files
having it inherit its priority from the thread that created it is a bad idea.
Instead, set the priority explicitly, and bump it to slightly higher than normal.
