ARC feature flag should have been updated whenever hotplug[on]
was detected, so that the ARC can be established upon device
discovery. This CL rectifies the bug.

The whitelist is now maintained by DeviceIdleController,
which is moving out into its own independent system service.
Network stats now queries it for the whitelist, instead of
collecting that itself.
Also did a few improvements in alarm manager -- made the
code for moving alarms out of the pending list more robust,
and fixed the debug output to always print the contents of
the pending list even if we aren't in a pending state. (That
would have helped me identify the problem much earlier.)

- Show DND tile by default, this is now the only
place to manage DND modes / end conditions.

a simplified version that displays the current mode

VolumeRecord is a historical record of a volume that we've seen in
the past. It's now surfaced outside the framework for SystemUI to
drive the notifications that bug users to reinsert missing private
volumes.
Show progress notifications for both storage and package movement
operations. Notify when an empty disk is inserted (no usable volumes)
which launches into the normal format flow.
Add API to forget volumes.

Write samples of the old and new state to the binary event log whenever
the user modifies the auto-brightness adjustment. We wait a few seconds
before logging to ensure that the user is satisfied with the adjustment.

When the mount service isn't up yet, we schedule a retry in the near
future, but then mistakenly go ahead and try (unsuccessfully) to do the
fstrim immediately anyway. Don't do that. Furthermore, when in this
situation make sure to preserve knowledge of any completion callback
that may be expecting to hear back about the [eventual] fstrim operation.

One minute turns out to be quite limiting in practice, and we still
shut them down summarily when their run constraints become unsatisfied,
so widen the window to 10 minutes.

When ensuring visible activities for a stack we check to see if there is
already a resumed activity on the stack, so if we need to start an
activity that needs to be visible, we start it in the paused state
if there is already a resumed activity in the stack. This was't
taking into account a non-starting, visible, and resumed activity.
One case this can happen is if the currently resumed activity in
the stack becomes translucent and the activity behind it needs to
be started because it was previously destroyed due to low memory.

There is no notion of shared issuedIds across instances of KeySetManagerService,
of which there should only ever be one on the system. This is particularly
troublesome for unit tests which rely on a clean slate for each
KeySetManagerService invocation.

Wire up through MountService to call down into vold. Watch for
unsolicited events that report progress, including special value "82"
that signals that copy has finished. We use this value to persist
the volumeUuid in case of unexpected reboot, since it indicates the
new volume is ready.
Wire progress updates through existing callback pipeline.
Update the volume mounting code to match against the persisted UUID
when selecting the primary external storage.
