Fix 2737842: disable keyguard API when device policy is enabled.
This fix disables KeyguardManager's enable/disable API when any
device policy admin requests a policy that enforces a password.

Don't bring up Launcher until after boot complete
The preboot upgrade handling was bringing up the acore process with a default
application object, then the normal "start the HOME app" code was bringing up
Launcher2 [hosted in acore] in anticipation of boot completion... but then it
saw that the host process was alive and continued with Launcher2's init.
Launcher2 depends on a custom application object, however, so it crashed
immediately.
This change ensures that the HOME app is not actually initted at that level
until after boot has completed, at which point its proper application class
can be instantiated.

Removes all dashes if locale isn't NANP or Japan and the number
don't have there country code.
Use case: If adding a number starting with 1nnnnnn and then
trying to add a country code before (ex +46) we will first
trigger NANP formatting with +1-nnn-nnn so when we get
+41-nnn-nnn we will still have the old NANP formatting.
This number should be shown as +461nnnnnn.

Make the DUN apn data secure.
The kernel threads are appended to the usual /data/anr/traces.txt file
and dropboxed along with the usual Dalvik stack dumps.

NOTE: this change depends on the kernel publishing /proc/$PID/stack
Rather than come out of the user-modifiable APN DB, the DUN APN data will
come first from a built-in resource and then potentially overriden by a secure
setting (which is gservices upgradable).
Also made the "require-dun" setting secure-setting overridable.

Fix a Javadoc to clarify when setAudioStreamType() should be called.
The range-check in drawVertices previously checked that the color
count was equal to the vertex count. However, the vertex count is
specified in array elements, and there's two array elements per
vertex for the positions, but only one array element per vertex
for the colors.
Correct the code so the check is consistent with the element count.

If an Exception occurs when storing the file treat this as an error
and always fail to try to prevent corrupted pictures to be stored to
the file system.
Close files if they were opened, the caller might want to perform other
file operations on the file and if it is still open these may fail.
