c6b371b659 Prevent notifications from erroroneously bypassing 'repeat callers' filter 
1. Dialer uses a hidden api to check 'is repeat caller' that has side
effects. Update to use a method without side effects
2. Delay the storage of person information until the notification is
canceled, so ranking updates and notification updates don't bypass the
filter. Note, this means that someone calling twice at overlapping
times (?!) wouldn't get through the filter.

0ec069ac6b Return empty set instead of null when user is not set. 
- Avoid iterating over null set when checking components for user
  that isn't currently active.  This can happen if the user is changed,
  and the enabled component set is queried before the set has been
  rebuilt to include components for the new current user.

6384878d69 Cleanup TwilightService 
TwilightService now just reports the current twilight state, it's up to
clients to provide their own locking mechanism (e.g. always day or
night).

e2279c6d23 Don't reset current thread's priority accidentally. 
If there's no RenderThread for the top app and FIFO UI is enabled, it's
possible to reset the current system_server thread's priority and
scheduler.

ba0665705b Handle auto-unlocked managed profiles. 
There are cases where a managed profile provides an auth challenge
which is really an automatic unlock as a side effect from the parent
profile being unlocked.  Detect this case and suppress PRE_BOOT
notifications.

37e5fdc6b4 Frameworks/base: Add compiler stats to Package Manager 
Add a simple class for storing compiler statistics. Capture compile
times for code paths from a package.

1030520822 Cache the default launcher. 
Originally we always checked with PM for the default launcher,
which would take ~2ms.

Now we cache the result, and clears the cache when (any) preferred
activities change.
