If the restriction UserManager.DISALLOW_DEBUGGING_FEATURES is enforced,
then any attempt to set ADB_ENABLED will result in a SecurityException.
This can result in the device not being able to boot.

This could happen when another Network changes its capabilities and
updateCapabilities() calls rematchAllNetworksAndRequests() which
calls rematchNetworkAndRequests() on all Networks, even those that
are uncreated.
Allowing uncreated Networks to satisfy requests can lead to bugs
where ConnectivityService instructs netd to perform actions
(e.g. set default Network) on uncreated Networks which netd doesn't
know about yet.

Although the audio policy makes a distinction between voice capable
and not when determining the default active stream, have the panel
recognize this condition and behave the same way (enable the slider)
on all devices.

Background: because the hole-punching code lives only in SurfaceView,
the overlay view can be covered by the application if the TV input
changes the position of SurfaceView via Session.layoutSurface().
This change punches a hole as large as TvView so that the underlying
overlayview can be shown properly.

This CL improves the method by which excess space is distributed in GridLayout.
Previously, GridLayout would assume weights were arranged in a 'line' and
sum the weights in the assumed line to figure out the proportional allocation
to each view. The system involved running GridLayout's internal constraint
solver twice.
Behavior was unspecified (and surprising) when weights appeared in views
that were not linked together linearly, typically leaving the last view
in each axis with more space than expected (in GridLayout's Bellman-Ford
constraint solver, remaining space goes to the last span of the axis).
This CL changes the weight distribution mechanism to effectively integrate it
with the Bellman-Ford constraint resolution algorithm. It does this
by returning a boolean value from the constraint solver saying whether or
not the constraints could be solved and then using a binary chop to find
a maximum amount of space that can be distributed without violating the
constraints.
This implementation runs the solver log(<axis size> * <number of Views>)
times until finding the maximum amount of space that can be distributed according
to the weights without causing a contradiction. We expect the cost of this
variation to be around a factor of 10 worse than the previous implementation
but to provide a simple and general definition of space distribution via
weights that will be open to many future optimizations.
As a side effect, this CL also fixes a bug in GridLayout where remaining space
was distributed only along the major axis.

It will be hard to mandate the contents
of the FRP partition out of factory. Further, for upgrading
units, it would require that OEMs format the partition and then store
a bit saying that they've done so. This adds another attack vector.
Now defeating FRP means either compromising the FRP partition
OR wherever the OEMs decide to store that bit.
This patch adds a checksum to the FRP partition. If the checksum
is not valid, the partition is wiped - disabling OEM unlock.
This ensures that no matter what data comes on the partition, we will
always disable OEM unlock by default. It also allows OEMs to not have to
worry about initializing the partition, as it happens automatically.
