This CL adds system APIs in android.os.SystemUpdateManager. The APIs allow
system updater apps (RECOVERY permission required) to publish the pending
system update information, and allow other apps to query the info
accordingly (requiring RECOVERY or READ_SYSTEM_UPDATE_INFO permission).

The CL contains parts of the EuiccCard APIs. getEid() is sync. All the
other APIs are async.
Move ResetOptions from EuiccCard to EuiccCardManager.

Adds the ability for another app to control an entire app
transition. It does so by creating an ActivityOptions object that
contains a RemoteAnimationAdapter object that describes how the
animation should be run: Along of some meta-data, this object
contains a callback that gets invoked from WM when the transition
is ready to be started.
Window manager supplies a list of RemoteAnimationApps into the
callback. Each app contains information about the app as well as
the animation leash. The controlling app can modify the leash like
any other surface, including the possibility to synchronize
updating the leash's surface properties with a frame to be drawn
using the Transaction.deferUntil API.
When the animation is done, the app can invoke the finished
callback to get WM out of the animating state, which will also
clean up any closing apps.
We use a timeout of 2000ms such that a buggy controlling app can
not break window manager forever (duration subject to change).

permission. It will check whether the OTA update needed to be done
first. If current eUICC OS isn't latest one and OTA needed to be
performed, it will update eUICC OS. When the OS update is started or
finished, a broadcast will be sent.

This API allows app to construct custom metrics based on labels
chosen by the app developers. Also added some buttons to manually
test this functionality in the dogfood app.

This change adds the new MMTel APIs in a
temporary android.telephony.ims.internal
namespace so that integration work can start
from the ImsService side.
Once the APIs are finalized further and integrated
into the platform, the namespace will be moved
back to android.telephony.ims.
Tests and integration CLs to follow in
separate CLs. Anything that is not implemented
yet has a TODO.
