This CL moves rotation tracking from WindowManagerService to
DisplayContent. This way displays can be rotated independently and
rotation of the main display won't affect rotation of secondary
ones.

In preparation for removing junit classes from the Android API
the legacy-test target will be removed from the
TARGET_DEFAULT_JAVA_LIBRARIES. This change adds explicit
dependencies on junit and/or legacy-android-test to ensure that
modules will compile properly once it is removed.

Replace some custom rules with BUILD_PREBUILT.
Move tools from ALL_PREBUILTS to BUILD_PREBUILT. All of them are already

This CL checks for the return value for Rect.intersect() for whether
there is actually an intersection before taking the return intersected
rect. In the case of no intersection (Rect.intersect() returns false),
an empty rect will be used as the intersection.
