Use MS-Assisted mode for single shot GPS fixes if it is supported.
Add finer grained control over accuracy to the android.location.Criteria class
and location criteria logic from LocationManager to LocationManagerService

First effect factory and effect library API implementation.
Also added default effect libraries for reverb and equalizer effects.
These libraries are for functional test only and are not fine tuned with
regard to audio quality. They will probably be replaced by other implementations
before the release.

- Some H264/AVC encoder output start code in each output buffer, and others don't.
This patch always strips the start code first so that the sample contains the correct size.
- Also properly initialize the interleave duration.

this change introduces R/W locks in the right places.
on the server-side, it guarantees that setBufferCount()
is synchronized with "retire" and "resize".
on the client-side, it guarantees that setBufferCount()
is synchronized with "dequeue", "lockbuffer" and "queue"

implmentation details:
1.close() on any sql statement is should simply queued up for finalization
to be performed later. caller doesn't acquire database lock.
2. the only effect of NOT close immediately is non-release of some memory.
3. all such queued-up-finalizations are performed whenever there is
another execute() of some sql statement on that database from ANY
thread in the process.
4. database close() automatically releases all unfinalized statements
before closing the database.

- Move the library to a separate directory in framewokr/base, and rename its package from
android.pim.vcard to com.android.vcard.
- Move all tests for the library under the directory.
- Confirm all tests for vCard are successful.
It would be better for us to have this directory somewhere else (like external/).
But I'll submit this here now and move it to the right place as soon as possible.
From the view of build mechanism, we can do that immediately.
