In api-overview, we removed the short section describing PIP
(because it's already mentioned in the multi-window section).
However, we still refer to it in the multi-window section by
saying "See below for more information". This CL just removes
that statement.

While I had it open, fixed the general format problem (most lines
didn't have line breaks, making the doc very hard to check in Gerrit).

ACTION_OPEN_EXTERNAL_DIRECTORY was formerly a new Intent in N
that was used to make a Scoped Directory Access request, however
it was removed and encapsulated into a new StorageVolume class.
Since the Intent no longer exists, I'm removing it completely
from the Permissions Changes section of the Behavior Changes page.
I've also grep'd through the rest of the preview docs for
ACTION_OPEN_EXTERNAL_DIRECTORY and did not find any other mention
of it that needed to be removed.

Many HTML problems (bad links, non-escaped < and &, unclosed blocks);
fixing the ones I saw. We should give this a more thorough scrubbing.
Also removed spurious link to (non-existent) "Testing with Just in
Time" section.
