Supports the <add-resource> tag and mimics old AAPT behavior of
not allowing new resources defined unless <add-resource> was used
or --auto-add-overlay was specified.

Integers are now checked to see if they fall in the range
of min/max for the attribute they are assigned.

An early refactor. Some ideas became clearer as
development continued. Now the various phases are much
clearer and more easily reusable.
Also added a ton of tests!
