abf1e03398 Fix app shelf crash on drag with no ClipDescription 
Poorly behaved apps might start a global drag to the shelf with
a null ClipDescription. Don't crash, just ignore the drag.

dbb850bfea Make "dismiss all" button keyboard accessible. 
This allows users to hit Tab while in the notification pane and access
the Dismiss All icon, with a physical keyboard.

3c06ded1e5 Fix app shelf being out of date after orientation change 
* Share the data model for the two instances of the app shelf
  view (navbar has separate views for portrait and landscape).
* Synchronize the view to the data model on orientation change.
* Trigger the initial icon load from NavigationBarView.reorient()
  so it only happens once on startup.

280a64e793 Improve tracking of screen on reasons. 
- New screen on app op to record the last time each app has
  caused the screen to be turned on.
- New battery stats event that tells us the reason the screen
  has been asked to turn on.
- Propagate out power manager API to specify the reason a caller
  is asking to have the screen turned on.

Note that currently the window flag to turn the screen on bypasses
much of this because it is being handled in the window manager by
just directly telling the power manager to turn the screen on.  To
make this better we need a new API where it can specify who it is
calling the API for.

8d3fea15b8 Smoothly animate notification pane if opened via keyboard. 
Animation would be slow and then 'jump' to the finished state if opened
with Meta-n. This was caused by the panel view calculating the height of
the notification shade based on a pre-expansion value.

The fix uses instantExpand instead of expand (which we no longer need);
the former sets up proper state such that the height of the window is
properly determined prior to the fling height being determined. We just
add an animate option to instantExpand so we can reliably animate open
from a closed starting state.

ed08fb25d5 Improve app shelf drag behavior 
* Allow dragging apps into an empty shelf by creating an empty
  placeholder gap when the shelf is empty.
* Close any placeholder gap when dragging an app out of the shelf.
* Correct animate view and parent transitions when removing an app.
* Fix a crash when the drop event occurs for a drag that has already
  been handled by another event (exit, cancel, etc.).
